A documented game plan is always a good idea when starting a business. Think of it as a syllabus for your plan of action. In many cases an owner, an investor and/or an operator are not the same person and a syllabus to refer to, will keep all in check and all on the same page. Here is a sample syllabus.

does the checklist have to be in this order?
Great question, although most often one can complete this checklist in that order, outside circumstances may not allow for it, depending on your municipalities governing your area. For example, the State my not grant your business license until the local Planning and Zoning agent has approved your venue.
